Overview: e-Citizen is a new end-user
computer skills certification programme developed by
ECDL-Foundation.
It is an improver-level certification specifically developed
to cater for those with a limited knowledge of computers and
the Internet. e-Citizen is intended to help Candidates
bridge the digital divide by giving them the necessary skills
to interact on-line across a broad range of environments, from
dealing with government departments to communicating on-line
with family and friends.

What level of competence will Candidates reach on
completion of e-Citizen?
On completion of the programme Candidates will have
acquired the skills to be able to fully participate in the
e-society. Candidates will be able to use e-government
services and on-line banking, search for information from a
variety of sources and carry out on-line transactions.
e-Citizen is not intended as a certification leading
to employment but rather helps Candidates to develop an
understanding and experience of computers and the Internet
with a view to facilitating their participation in the
Information Society.
On completion of e-Citizen Candidates will be aware
of information sources and available online services and will
be able to browse the World Wide Web and extract useful
information in the areas of News, Government, Consumer,
Travel, Education/Training, Employment, Health, Interest
Groups and Business. They will be able to use the services
available through the Internet by interacting with the service
provider to successfully obtain the service required and fully
participate as an e-Citizen.
How is e-Citizen taught?
The e-Citizen programme is partly tutor-led but also
involves independent study.
Candidates work through a Syllabus Guide which includes
tasks that are designed to allow the Candidate to become more
involved within online culture and give the Candidate
practical experience of some of the opportunities the Internet
presents.
The programme has an easy-to-follow look and feel with a
clear and logical progression pathway through the Syllabus
Guide, which is retained by the Candidate as a reminder of the
skills they have acquired.
